Left for the Trash or Stolen?

How can you tell the difference when an item is left out for the trash or stolen and ditched?  Sometimes it is really hard.  For instance, I found this 5 speed Huffy bike.  It is in terrible condition.  Rusted, spokes broken, handle bars out of place and that's only what is visible to me.  I found it on Lane Avenue during a 5:30 am walk.  Propped up against a light pole.  Was it stolen or left for someone to pick up?
